Referendum & Revision

If the high ring is divided on a particular issue, they should turn the decision to the membership. The exact details of what it takes to bring on a referendum should be vetted out later and become part of the articles of Consensus.

Likewise, revision of the articles of Consensus should require an amending formula which will eventually lead to a vote of the membership. The details to put in the article will need some vetting.

In fact, many of the finer details I have presented will need vetting. For example, I have suggested 15 high ring members. Maybe 12 members are more appropriate for this decision-making body? Or maybe 19 is better? Maybe 200 low ring members is too many? More consultation is going to be required with the PM and her advisors. Other details I have provided could be altered later. Everything will be finalized with the final writing of the articles.

But once the articles are written and Consensus is launched, changes to those articles can only be done by a referendum of the membership.
